I don't think it's anything to do with the Sovs as such. They had their chance in Sin City and I'd say the final execution of Orlok put a full stop to that whole story. That's not to say there aren't Sovs involved, but if they are they're part of a transnational movement rather than state sponsored. I also have the notion that MC1 isn't the only target.

This week's Prog (145) also seems to imply that this Nadia is a product of a similar programme to Armon Gill, but whether one of ours or one of theirs remains to be seen. So who can say how it will go down?

John Wagner has already hinted that the Day of Chaos is some sort of retaliation for the Apocalypse War - but I suppose that doesn't necessarily mean that Sovs are behind it - there could be many factions with an axe to grind because of the events/fallout of the war. I hope Sovs aren't directly involved, as the Sov thing is kind of played out. Definitely think that this will somehow tie into the anti-Meg lot from Hot Night in 95 in the Megazine.

One things for certain though - if a lone young cadet Psi starts predicting impending doom for the city, perhaps it's best to listen to them this time...

Having just played catch-up on pts 2-4 I'd say PJ Maybe stirring up the citizens to add to the Day of Chaos? Would he do a 'Ambrose isn't dead, I'm alive and they Judges tried to kill me' number? Obviously his DNA would be able to prove he is Ambrose The Major as much as the judges used it to prove he is not Ambrose the Man. Crazy cits would believe him no matter what back-story the judges reveal. A sorta reverso-Obama birther controversy undermining any faith in the judges / democracy-as-it-is.

I am wondering if the whole Slavic hints are misdirection - if you were looking into taking the city down then activating East-Meg sleeper cells and making them think they were taking revenge on MC1 would be a cunning way of achieving your ends with very little to link it back to you.

I'd say that's a definite possibility. Hasn't Hennessy predicted 'rioting in the streets'? Such a revelation about the Sinfield/Ambrose/Francisco debacle would surely have serious repercussions for Justice Department, and lead to an outrage/civil disorder. Wagner has clearly maneuvered Maybe into his current position for a specific reason...

John Wagner was recently quoted as saying DoC will be:

So it wouldn't surprise me if the second arc - apparently starting in prog 1750 with Henry Flint on art duties - will be quite a shift in tone and direction...

And it would have something to do with TAW, as the sleeper cells would have been put in place so that they could be triggered at some point for revenge, this angle would just mean the controller isn't actually an East Meg spymaster. Because of the nature of terrorist cells, you don't get to meet the people pulling the strings and sleeper cells would be activated with a code and then issued instructions, they can't then phone up someone to doublecheck - they just get out and do the job. If someone were able to find out the codes they'd then be able to set the saboteurs loose without getting your own hands dirty and, because all signs point back to East-Meg, they wouldn't even be looking for you as you sweep in and capitalise on the mayhem. It's not like Dredd would accepted the explanation that "well they are our spies but we didn't activate them, even if this was the actual mission they were sent to carry out." It'd also be a good way of keeping an epic going, you could have an "oh no those east-Meg bastards" story (and slot in all sorts of smaller stories looking at the knock on effects of that) before revealing that someone else was to blame, so just when you think the story is dying down it gets another shot in the arm as Dredd charges off to find the actual Mr Big.
