Thanks for that - everything should be fixed.
The problem was that we had a ban trigger on the range 138.217.*.* which takes in that address. What we do when we ban someone is check the range and if no one else (other than more spammers) is in it, we usually ban it. The problem comes in when someone changes ISP or their IP wanders into the range and the gates come down. I've removed the range ban and applied more specific ones to the spammers, so it should all be OK.
