After Urban, its gotta be Ron Perlman. In the right film (with a gargantuan budget) he'd be perfect IMO.

That said, I was impressed by Langley Kirkwood in the Dredd film. Reckon he could be ok as Dredd.

Since we can often see the bridge of Dredd's nose, and we've seen his eyes via The Dead Man, we've pretty much seen his face. He just has a normal shaped kind of stoic manly looking face. Though it would vary artist to artist even if we saw it, like Bruce Wayne, so there'd be no definitive look.

He's in those pish Marvel films as well. Brolin should star in the sequel to that 1995 Stallone film, since he too has kissed Judge Hershey. And hit her.
